KEY PAYROLL REGULATORY REQUIREMENTS IN RWANDA.

Rwanda is a Member of the East Africa Community that includes Kenya, Uganda Tanzania and Rwanda

Any Employer is required to be registered as an employer with the following statutory bodies

  1. For a business to exist the business must be registered as a Sole Proprietor, Partnership or Company with Rwanda Development Board (RDB).
  2. Register as a tax payer with the Rwanda Revenue Authority (RRA)

Under the relevant law employers are required to deduct pay as you earn tax (PAYE) and remit to RRA by 15th of subsequent month. The lowest tax rate in Rwanda is taxed at 20% while highest is 30%.

 

The minimum taxable income is RWF 30,001 with lowest tax rate being taxed at 20% and highest tax rate at 30%

  1. Have a Business License issued by the Ministry of Local Government.
  2. Register with a Pension Fund as an employer. All private entities are required to register with Rwanda Social Security Board (RSSB)

Every employee contributes 3.3% of salary as CSR while the employer contributes 5.3% (2% of which represents occupational accident and injury cover). The CSR contributions should be remitted to the RSSB by 15th of the subsequent month.
