This article applies to foreigners planning to enter Tanzania as employed persons under Work Permit Class C and Resident Pass Class B
First it is important to understand that in Tanzania work permit application process is separate from resident pass application process as follows;
Tanzania like any other country endeavors to protect local jobs and is unlikely to issue work permits for jobs that can be performed by locals. Sponsoring employers are expected to demonstrate that they cannot get suitable local candidates to fill the vacancy.
There is no minimum qualifications and experience for expatriates but they must demonstrate they have the required qualifications and experience to perform the job. Sponsoring employers are therefore required to attach both a job description for the position and CV of recommended expatriate.
Only holders of a valid work permit can apply for a resident pass in Tanzania.
Step 1: Application for Work Permit Application
The first step is for sponsoring employer to submit an application for work permit on dully completed Work Permit application form (TIF 1) in duplicate signed by both the sponsoring employer and expatriate employee.
The requirement is that a work permit application to the Commissioner of Labour in Tanzania should be submitted while the sponsored employee is outside the Country and the employee only enters the country after the permit is approved.
However where there is urgency for employee to start working, the expatriate can enter the country on a Business VISA which serves as a temporally work permit.
It should be noted that a Business VISA is valid for 3 months , can be renewed for a maximum of three times and expires either at the end of three months or if the employee travels out of the country.
The following documents should be attached to the work permit application form;
The Commissioner of Labour takes a minimum of one month to process an application. There is no Cleary stated maximum period but can go up to three months.

Step 2: Resident Pass Application
Where the work permit has been approved, the expatriate can proceed to apply for a Resident Pass by filling the application form otherwise called data sheet in duplicate (This form has no form number as of now). Where the expatriate will be accompanied by his family to Tanzania, dependant application form should be submitted with the resident pass application form
It should be noted that the person is required to apply for a Resident Pass while outside the country. Where the person opts to apply for the resident pass while within the Country, the person should obtain a special pass which acts as a temporally resident pass.
The following documents should be attached to the application form/data sheet;
The approved pass is in the form of a certificate in the name of the foreign employee and must be produced to any immigration officer on demand. An endorsement can also be made on the passport in which case the employee only need carry the passport.
The resident pass process takes an average of one month.
